The Far North region of Cameroon faces recurrent, overlapping crises driven by insecurity, climate shocks, and forced displacement. While Rapid Response Mechanisms enable fast assistance following shocks, they often operate separately from disaster preparedness and anticipatory systems. This fragmentation limits efficiency, delays response, and weakens sustainability. PUI sought a strategic review to better align RRM with DRR and anticipatory action in a complex, multi-risk environment.

Relief Applications applied a phased, participatory methodology combining desk review, stakeholder mapping, qualitative fieldwork, and strategic analysis. We conducted interviews with humanitarian actors, local authorities, civil society organisations, and donors, complemented by field visits in Yaoundé and Maroua. Using structured analytical tools (SWOT, actor mapping, synergy analysis), we co-developed practical recommendations, ensuring alignment with operational realities, coordination mechanisms, and localisation objectives.

The mission produced a comprehensive diagnostic of existing RRM and DRR/AA mechanisms, a clear operational roadmap for improved complementarity, and a multi-year localisation plan with defined milestones. Additional outputs included strategic recommendations for harmonised alert thresholds, coordination protocols, stock management, and an exploratory note on cross-border cooperation between Cameroon and Chad.
