The French Red Cross is an independent charity working alongside governments and public authorities. As a key player in society, they provide humanitarian, health, social, welfare and training services thanks to the work of 18,000 employees and 56,000 volunteers. In the Indian Ocean the FRC deployed more than 20 years ago a Regional Platform to support Red Cross and Red Crescent National Societies in the Preparedness and Response phases of Disaster Management. 

Since 2017, the PIROI invested on CVA capacity building of RCRC National Societies by supporting training organisations in the area.  Since 2019 and mainly 2020 with the COVID pandemic, some National Societies tested their first CVA activities, or had been chosen to deployed governmental assistance service provision to the population using CVA tools. Based on this first experimentation, some were calling for some more capacity building and-or technical support to expand their CVA projects. 

Relief Applications structured and deployed (remotely) a set of assessment and evaluation tools in connection with 4 National Societies and 3 entities of the FRC in the Indian Ocean.

Based on evaluation findings, live presentations (bilateral and general) were organised. A global multiannual  CVA support – action plan was developed and share with all parties.
