Relief Applications developed a web platform called Warehouse Management System (WMS) to be used by warehouse operators and managers alike. The solution entailed the development of both a web and mobile application to allow the French Red Cross staff to manage stock in real-time: keep track of their stock in different countries and warehouses through movement creation, project and user management and creation of visual dashboards. The mobile app also allows users to work more quickly by accessing data through QR codes scan.

LuxDev works in 15 countries on four continents. The Agency is active in Africa (Benin, Cabo Verde, Burkina Faso, Mali, Niger, Rwanda, Senegal and Togo), Latin America (Costa Rica, El Salvador), Europe (Kosovo, Ukraine), and Asia (Laos, Vietnam and Mongolia). For each of the Luxembourg Cooperation’s partner countries, an Indicative Cooperation Programme (ICP) is adopted by the governments of Luxembourg and the respective partner country. The ICP is a multi-annual programme, which identifies the key areas of cooperation (sectors, geographical areas, methods of intervention) and the indicative multi-annual budget allocated to the programme. It shows the long-term commitment that binds the Luxembourg Cooperation to its partner countries.

LuxDev aims to strengthen its project implementation capacity by ensuring:

  • Real-time visibility of stock levels, warehouse movements, and consumption patterns
  • Transparent and accountable reporting toward partner governments and donors
  • Efficient coordination across multiple warehouses and decentralized teams

  • Data-driven planning for multi-year ICP budgets and procurement cycles
  • Reduced risk of losses, mismanagement, and operational delays

We propose implementing a harmonised WMS to give LuxDev real-time visibility of stock levels, streamline warehouse processes, and ensure full traceability across all partner countries. The system supports online and offline operation, enabling reliable logistics even in remote areas. It standardises workflows, strengthens accountability toward partner governments, and provides data for multi-year planning within the ICP framework.
